Project Overview
The NGO Homelessness Planning and Coordination initiative is funded under the Queensland Implementation Plan for the National Partnership Agreement on Homelessness (NPA-H).
The initiative will be implemented in partnership with the Department of Communities Homelessness Community Action Planning Initiative, also funded under the NPA-H.
The purpose of the NGO Homelessness Planning and Coordination initiative is to coordinate the non-government sector input and involvement in local homelessness community action planning and service system development activities, with a focus on reducing homelessness, and improving pathways and outcomes for people who are homeless or at risk of homelessness in specific locations across Queensland.
The key objective of the plans is to get the commitment of all key local stakeholders – straddling all tiers of government, the community services sector, philanthropic organisations and community members – to agree on a suite of actions to deliver on-the-ground actions that will reduce homelessness.
A vital component of the homelessness community action plans is that they will achieve a more innovative, effective, coordinated and integrated service response for homeless people and people at risk of experiencing homelessness.

Project Implementation
Through centrally based Team Leader position, QCOSS will manage and coordinate locally based NGO Coordination positions in each of the Department of Communities regions.
The positions will work closely with a delegated Government Coordination position (under the Department of Communities Homelessness Community Action Planning Initiative) and a broad range of stakeholders in the relevant region to develop, implement and monitor a homelessness community action plan for the region.
The locations for the Homelessness Community Action Planning initiative within each of the regions are as follows:
- Far North Queensland Region: Cairns
- North Queensland Region: Mt Isa
- CentralQueensland Region: Hervey Bay
- North Coast Region: Caboolture
- South West Queensland Region: Toowoomba
- Brisbane Region: Brisbane Inner City, Southwest Corridor, Northern Corridor
- South East Queensland Region: Southport & Coolangatta
