QCOSS submission to Energex on its future network tariffs

QCOSS’ view is that, while it appears on certain criteria that demand tariffs are effective in addressing peak demand and the issues of cost reflectivity, revenue stability and reducing cross-subsidies, Energex has yet to consider the consumer impact principle in the development of its proposed tariffs.

We believe that as these changes will have particular impacts on low-income and vulnerable consumer groups this analysis must include a comparison of how well the proposed peak use tariffs perform against alternative tariffs when tested for consumer impact criteria.

QCOSS is calling on Energex to undertake extensive trials and further analysis of different tariff types with different consumer groups.
